The honest limit

Free means the resource layer: the check, the learning material, and the complete export of anything of yours this product ever holds. If paid work ever exists it will be labour, never a better version of the truth: presentation of your own material, or the aggregate figures chapter 4 describes. Paid presentation, if it ever exists, arranges what you already hold; it may never contain analysis, opinion, or a recommendation, and the free path to the same outcome is stated on the paid page itself. Nothing a homeowner needs will sit behind a price.

When a Check Cannot Be Made

A failure says so plainly, asserts nothing about the license, and is never dressed up as a result.

What that means in practice

If the portal cannot be reached and no fresh posted list can stand in, you get a page that says no status was observed, when the attempt was made, and that nothing was read. It does not guess, and it does not show you a remembered answer as if it were fresh. When a fresh posted list can answer instead, the page answers from the list and says so plainly, labelled as a list reading with the list’s own date.

What enforces it

The record a failed check is kept in has no place a status could go, so a failure shown as a good result is not merely forbidden; the software has no way to write it. The failure sentences are pinned like every other load-bearing sentence.

The Posted List, and What Absence from It Means

When a result comes from Arizona’s posted list of active licenses rather than a live look, the page says so and carries the list’s own date.

That list holds active licenses only, so a license that is suspended, revoked, inactive, or expired is absent from it. This is not a statement that the license does not exist.

What that means in practice

Arizona publishes a periodic list of currently active licenses. Verifiant can answer from it when the live portal is not the source, always labelled as a list reading with the list’s date, never blended with a live answer, and never presented as a check of this moment.

What enforces it

One result, one source, always named: every check records which kind of source answered it, and the sentence explaining absence is pinned so it cannot be softened into the misreading it exists to prevent.

Check Limits, and Why They Exist

Thirty checks per connection per hour, and one hundred twenty live checks of the public portal per hour shared across everyone.

What that means in practice

The limits exist so that Verifiant never becomes an unmetered bulk proxy against Arizona’s own public service. They are far above what any homeowner situation needs, and no payment lifts them, because a limit engineered to sell its own relief is banned here.

What enforces it

A refused check says plainly that no check was made, claims nothing about the license, and names roughly when to retry. A refusal is recorded in a shape with no place for a status, so a refusal can never leak a stale answer.

What that means in practice

No session exists and no profile is built. The one thing the check service reads about who is asking is the network address the request arrived from, and it uses that only to count recent checks and forgets it within the hour; the learning pages read nothing about you at all. The lesson counting named above is a count of reads per lesson, holding a lesson name and a moment and nothing else, and today even those counts are discarded the instant they are made.

What enforces it

A count has no place a person could be written into, every count is thrown away the moment it is made unless a deliberate decision changes this page first, and the promise sentence above is pinned word for word on the learning pages and on this one.

The honest limit

The check service holds a connection key, taken from the network address a request comes from, in memory just long enough to count recent checks against the hourly check limit; it expires within the hour and is never written to storage.

The Check Log

Verifiant records which license numbers were checked and when, with the outcome, and nothing about who asked.

What that means in practice

The log exists so the system’s own honesty can be audited: what was read, when, from which source, and what it answered. It holds pointers into public record. It does not hold an address, a connection key, a browser signature, or any fact about a person.

What enforces it

The record a check is kept in has no place for a caller, and the log is append-only: entries are never updated and never deleted, so the history cannot be quietly rewritten.

License numbers are public record identifiers, not personal data about you, and that is the only kind of identifier the log contains.

Counts, Not Records About People

Anything sellable or publishable is a count computed without reference to any individual record, and any count covering fewer than twenty is suppressed, not rounded.

What that means in practice

No sellable artifact is ever produced by stripping fields off a record about a person, because no such record enters that path in the first place. There is no query interface at any price: a fixed set of published cuts only, so overlapping questions cannot be differenced into answers about individuals. When publishing most of a set of counts would let a withheld one be worked out by arithmetic, enough is withheld to stop that too. Nothing is sold that could be used to act on a person, and no figure is ever computed over a contractor or a license identity, or over any group so small that a person could sit down and list its members: a county rather than a neighborhood, a whole trade group rather than a single specialty, never both narrowed at once.

What enforces it

We deliberately do not use the word anonymized as a description of data, anywhere. An adjective is an assertion someone else gets to test; a mechanism is checkable. The mechanism is the sentence above.

Two Feeds, Ninety Days Apart, One Privacy Floor

If aggregate figures are ever sold, buyers receive each figure the moment it becomes reportable, and everyone receives the same figures free ninety days later.

What that means in practice

Exactly two feeds, nothing between them: no earlier tier, no partner exception, no embargo negotiated per contract. A buyer pays for timeliness and delivery work, never for access to a fact nobody else will get. The suppression floor, the rule that any figure covering fewer than twenty is withheld, is identical on both feeds, permanently, and does not move for any offer. None of this touches homeowners: there is no homeowner-facing tier of any kind, and nothing a homeowner needs is ever behind a lag, a tier, or a price.

What enforces it

The public feed and the paid feed are defined as one computation read at two offsets, so a private dataset about homeowner distress structurally cannot exist as a product.

What that means in practice

A statement of official process names its official source and its checked date. A practice suggestion is labelled as doctrine, not dressed as law. The label rides on every asset rather than living in a footnote, so you always know what kind of sentence you are reading.

What enforces it

The label is a required part of every piece of content, a statement with a missing or impossible label cannot even be stored, and content that arrives unlabelled is refused at load.

A displayed status can be wrong or stale the moment after it was read, because public record moves on its own schedule. Before acting on a status, check the official source; every result links it. What Verifiant does instead of warranting is structural, and it is the whole of chapter 8: the source and timestamp on every display, sentences that cannot be quietly reworded, and a record of checks that is never erased.

What enforces it

Corrections here are structure, not contract: the append-only log means a wrong display is corrected by the next observation, in the open, and nothing about the past is rewritten to look better.
